European Union to offer temporary exemption on Chinese chips as automakers warn of production shutdowns

The European Union is preparing to reverse part of its own sanctions plan. Brussels is considering offering a temporary exemption for Chinese semiconductor maker Yangzhou Yangjie Electronic Technology Co. from its 20th sanctions package against Russia, after European automakers warned their chip stocks were dangerously low.

The exemption, reported by Bloomberg and Reuters on May 21, 2026, would last several months, buying automakers time to find alternative suppliers.

How sanctions have impacted supply chains

The EU adopted its 20th set of sanctions on April 23, 2026. Yangjie Electronic was placed on the restricted list after EU officials determined that the company had supplied dual-use goods to the Russian military-industrial complex. In this context, dual-use refers to components that function in both civilian products and military applications.

European car manufacturers were quick to sound the alarm. Industry representatives have indicated that production shutdowns could occur within weeks if the supply of semiconductors remains disrupted.

The proposed exemption must now be unanimously approved by all 27 EU member states. This is standard procedure for changing sanctions, and means that any country could theoretically block the exclusion.

The tightrope between sanctions and stability

The temporary nature of the proposed exemption is also worth emphasizing. Brussels does not definitively cancel the sanction. The several-month window is explicitly intended as a transition period, giving manufacturers time to diversify their supplies.

What this means for investors

For the crypto market in particular, the direct impact is limited. The 20th sanctions package includes financial restrictions related to cryptocurrencies targeting Russia, but these provisions are separate from the semiconductor exemption.
